WHO used to DO those same jobs before illegal aliens? There are bars who throw out drunks and then let them back in because they'll buy more booze. Same thing.
In a way, it isn't the same thing. If people didn't buy so much at one time, they wouldn't be thrown out. Those who get deported only need to get busted doing one thing in order to get deported.
