What's there to understand? The senate had a continuing resolution to vote on, and decided to not allow the vote to happen. The only way that happens is if there are not 60 votes to table debate, which is what the Dems used to prevent the funding bill to proceed.

Anything else, be it horse trading on other bills or including a DACA fix in another continuing resolution is nothing but assumptions and guesses.

Right now the Senate is denying a vote on a continuing resolution "just because", and the hold up is due to the minority party not allowing a floor vote.
