If I understand things right:

A large part of political donors are Federal Contractors and their associated businesses and partners. A large part of value that congress people bring to their constituents is the amount of Federal Dollars that they bring from Washington - the longer they are in congress the more $$$ they bring in.

During a federal government Shutdown, the flow of money to many of these contractors is cutoff, so it's these people & organizations that get pissed off.

Sounds like the Republicans get blamed because they have the lion's share of non-essential government contracts in their districts.

The only reason the GOP gets the blame is because they don't have a state-run media to support their fraudulant claims.
