Only if we also raise the voting age, the age at which someone can be tried as an adult, and the age at which someone is eligible to serve in the military to the same age.

On the surface this idea sounds sane and rational the problem is those prepared to commit mass murder are neither sane or rational so the idea this would deter them seems far fetched to me.
