The Supreme Court, likely on two basis decisions, will have started to render the GOP immaterial in 2016. Half the House was elected since 2010. The federal law allows "Exchanges established by the states to be run through the federal government." The Supreme Court has already noted that matters of who to deport, and whether or not to even try: Are Executive Branch authority decision.

More compelling is the comparison with The Emancipation Proclamation. The original Amendment 13 did not pass, until after the Democrats got thumped in that election. When Obama says, "Pass a Bill," he is well within the context in which Lincoln created the Emancipation proclamation. Neither Executive Orders are all that far-reaching. The Democrats who lost in the Civil War election were not running away from a Black guy, possibly from Kenya--or worse, Honolulu. There was already noted, no real plan about what winning the Civil War would even look like(?). A President Obama was not likely in the vision of either party.

The Executive Order, in both cases, would be said a device to shame, or lobby, the Congress. Even Senator Graham is not happy with his own Party, The Republicans, for mainly stalling any action. He would not be said, even running for President of the United States.

Since there are upwards of 11 mil. people at issue in the Deportation matter--versus only 4 mil. slaves--and since there is money for only about 400,000 deportations: Then budget matters have to happen.

Mainly, the Blue States have the money to waste all the time on matters such as these, in the courts. In fact, House Majority Leader McCarthy is from one of them, unlike so many others(?). There would seem to be a nice, Southern Colonial, ambience about it, even now.

It could also be said to follow from a more inclusive kind of mind-set--and even team. Ducks Still Quack, even when they look like them.
