The top brass of the Obama FBI went to great lengths to justify their decision not to recommend charges against former Secretary of State Hillary Clinton for mishandling classified information, according to Judicial Watch, which obtained evidence that the agency created a 'chart' of Clinton's offenses.

Not if someone is truly independent, that is. There is absolutely nothing to indicate someone like Robert The Inquisitor Mueller, for example, was ever really independent.
He was hand selected by Barry Obama to head the FBI...what is King Barry's track record for hiring independent thinking members to fill his administration?

Jeh Johnson, Eric Holder, Hillary Clinton, John Kerry, Loretta Lynch, Juan Castro, Susan Rice, Samantha Power, Sylvia Burwell Mathews? Is any one of them independent?
Did King Obama appoint any of them with the expectation that they would NOT help administer his vision of what America is and where it should go, by hook or crook?
