You cannot legislate the poor into prosperity by legislating the wealthy out of prosperity;

What one person receives without working for, another person must work for without receiving;

The government cannot give to anybody anything that the government does not first take from somebody else;

Did you mean "fail"? Either way, you're missing the point of the absolutely valid quote. Excessive taxing of the rich to give to those that do not work will eventually make the rich extinct...tax revenues will fall...demands for handouts will rise...on and on...until everybody but the ruling elite is poor. Support from the needy should come from the voluntary charity of the rich. Work should be rewarded. Laziness should not. Not many people will be encouraged to work if they know that can get something for nothing from Mother Government.

We should collect only enough taxes to feed the hungry, clothe the naked, shelter the homeless, provide care for the invalid...lazy assholes that are capable of working should not be given a pass.
