Here's the actual DARPA article. It isn't saying that DARPA believes this kind of technology is available now, but instead is saying they are asking researchers to look for ways to make non-invasive communications between the brain and outside hardware possible.

It's not that far off from the tin foil hat. The EEG has been used for 80 yrs, so why not wireless? There's been experiments of implanting false memory, so this makes it easier.

Pretty simple. A EEG is touching the body. If it was wireless how would you get signals that are not sent outside of the body? You need something to transmit to the wireless reciever.
