It's Congress that makes out the budgets and they budget the NIH with X amount of dollars. What Fauci does with that money is his concern. If he is responsible for funding gain of function research in China then he is partly responsible for the world wide pandemic we suffered through and still are.

Correct. Congress allocates the money to various departments. It's up to the department heads to use those resources for what they were intended. If a department head uses that money for nefarious or criminal reasons, they are responsible for it, not Congress or the President.
