Having the right to carry doesn't mean that you have the right to pull out your gun and point it at people, or to brandish it in a threatening manner. Having the right to carry means that you can carry a weapon with you, and you can pull it out and use it if your life is being threatened. According to the article, he wasn't in any immediate danger, and while people standing in the street may have put a damper on his day, it didn't threaten his life in any way.
