Russia spends about 1/10 of what we do on defense, but they are extremely efficient and dangerous. Without NATO they would become another USSR.

It's not even close. Russia spends about $50 Billion annually on its Military. The US alone, spends $800 Billion annually. The US has 700 bases worldwide. Russia has only 3. It's a huge mismatch. Russia couldn't possibly win a conflict with the US. The 'threat' has been ridiculously over-hyped.

Elsewhere Putin's strategy is to replace governments in the US, eastern Europe and western Europe by placing leaders who are sympathetic or they can control in power just as they did in Ukraine before he was impeached by the Parliament. Putin succeeded in the US with the election of Trump. Putin is the only entity that Trump has not insulted. In eastern Europe, Putin has backed a number of violent coups that were thwarted. Marine La Pen in France was given a 2 million euro loan by a Moscow backed bank several years ago. Russia's ruling party has signed a cooperation agreement with a right wing party in Austria.

If you can put leaders in place who are sympathetic to Putin then Russia does not need to worry. If the money that is spent on defense is not used then it matters little that Moscow is outspent. That is how Reagan defeated the Soviet Union. He confronted Moscow.
