Again you cannot practically do that for POTUS. As for all of the other slots on the ballot where there is no Electoral college…sure.

I guess my question would be this: if you have 8 candidates and the leading candidate gets 20%…is there a run off?

You are still confused.

I'm not talking about the electoral college.
Prior to 1968 only 28 states held primaries and caucuses.

There might be 8 candidates in the general but the winner will get a minimum of 40%. The Constitution doesn't call for runoffs when the winner receives a minority of the popular vote so without an amendment a runoff for President wouldn't be legal.
Congress would depend on the rules at the state level.
