Buy low, sell high. Real estate folks do it all the time and outside the housing crash it's not a bad plan for home owners either. Buy the shittiest house in a neighborhood and fix it up and you can make a huge profit. It's called "Flipping" and it happens every day in nearly every city in the country - hell there's even a TV series on it. The Russian's, bank association or not, just like the Arab's and Europeans who did the same shit, have the luxury of a longer period of time to recoup their losses. Everyone in the world knew America would recover from the housing crisis, but many American banks were feeling the hurt box if you recall - else they'd have been loaning to American's to do the same as the Russians did.

Trump took advantage of the same thing RE New York properties in the mid 80s. Buy low, sell high - it's pretty much what real estate developers do.
