My guess is both. Some were there for the opportunity to loot, burn, and destroy property, and others were there as a legit protest of what could turn out to be police misconduct.

the primary reason it tapered off quickly cause the thugs eventually discovered that there wasn't a wal-mart/sears/best buy in the general area.
