The bill sets up apparatus to handle border surges so that if it gets overwhelmed with numbers it triggers addition procedures to mitigate. There is zero amnesty for fewer than 5,0000 per day.

Some moronic right wing nut saw the sentence that says if 5,000 a day on average for a week apply for amnesty it triggers additional powers to the president and decided to lie about what it means. Then really stupid right wingers simply ran with it.
