Well I'd call the move an attempt at a defense by Gov Brown and the AG of California. They're in a bit of hot water because they know ICE is a constitutionally sound entity run by the fed's guaranteed powers to control immigration in the US. So, naturally, they need to try to upend that. It's not going to work of course and California's ruling class better be prepared for that in court.
