Yes, Civil Rights was the dividing line. The bill that actually passed was a Democratic initiative. To act like the GOP was responsible for it is simply wrong. A higher percentage of them might have supported the issue, but they weren't calling the shots at the time.

And the fallout in the Democratic party was directly quantifiable. Byrd went on to renounce his Klan activity and served honorably for 40 years. Thurmond started the Dixiecrats and then became a Republican.
