Your link identifies the use of the spray during street protests.

As opposed to other methods if riot control, the spray seems pretty low impact. I'm guessing you just view rioting and mayhem by Islamic terrorists as an entitlement without consequence?
A street protest is not a riot until the riot police come and start one.

It is a crime and it is out of desperation.

Interesting, excluding suicide bombings (invented by the Tamil Tiger's resistance) the IRA did all of those things. Were they committing collective punishment for resisting British occupation? The problem with Israelis is that they just will not admit they are belligerent occupiers and oppressors.

If you exclude suicide bombings, why not selectively exclude other acts and represent the IRA as just good Christians doing god's work.

You should read over this thread. I did not claim that Israel does not practice collective punishment and I gave a specific example of what collective punishment Israel does practice.

Riot control of protesters does NOT meet the definition of collective punishment.
