It wasn't released by Clinton's campaign or the DNC. It was released by BuzzFeed in January '17, after Trump had been elected. Buzzfeed knew they'd makes lots of bucks off it. The "secret dossier" had been referenced and people were curious. They knew it was unverified and had been floating around for months during the campaign WITHOUT BEING USED. Mainstream media had it and had never run it. Many were highly critical of BuzzFeed for printing it.
Anyway, it was clear that no one was claiming anything in the dossier was true. It was not used during the campaign.
