Wytch....im willing to bet most States have a PO Box for their absent T Ballots return Mail....California Does.....and if you notice they are saying it will be going to the City Clerk.....if it isnt that is Direct Mail fraud and they will be in somewhat hot water with the Federal Government......a Postal Inspector im sure would be on top of this if this mail was going someplace besides the City Clerk.....

Americans for Prosperity is sending absentee ballots to Democrats in at least two Wisconsin state Senate recall districts with instructions to return the paperwork after the election date.
The fliers, obtained by POLITICO, ask solidly Democratic voters to return ballots for the Aug. 9 election to the city clerk "before Aug. 11."
A Democrat on the ground in Wisconsin said the fliers were discovered to be hitting doors in District 2 and District 10 over the weekend.

it just says MAILING THEM TO THEIR OWN ADDRESS is ok.....if they are for official Govt Elections and they are telling you they will get them to the City Clerk....if they dont....then they have broken a Federal Law using the Mail for this Purpose......where i work its called MAIL FRAUD.....you dont fuck with Govt Election Ballots....actually, it looks like the only mention of the city clerk is the part where it says 'when you get your ballot from the city clerk'.
The address it has to send the request form is indeed a PO Box. I did some checking on who owns that box, and I found this...

techncially, it says BOTH. The letter says 'the week before the election', while the second instruction section says 'before August 11th'.
