Congress does.
And the reason nothing Obama did was permanent was because he never had a Super Majority.

But he had is pen and his phone.....

No passed bills by both the House and Senate, become laws without that pen. In most cases.
Like the upcoming budget CR. Some bills can be laws if they can override a veto.
But all are signed that are not, requires that pen.

btw: The new sanctions on Russia 2017, the Great Douche signed a veto-proof law. But still won't enforce it on Russia. Is it so this criminals money/companies etc., can be transferred out of Russia? Can the douche get his out as well?

So, legislation.is passed when signed by that final pen. Or it's just a bill, that blow away
never seen again 99% of the times.

True almost. But if it's not signed by the third branch. Who gives a FUCK what was passed by 2 other groups.

So the lesson here, they need that pen to pass any Legislative BILLS. For almost all thangs proposed as Legislatively passed as whatever, till signed. So keep wasting 99% of your time doing worthless thangs, Congress.

Really all these thangs have truly simple solutions.

btw: I'm cool with deporting DACA peoples. As long as they each are required to
turn in there homeowner employers for green cards or fines of 50% of that employer's income sent to these removed DACA folks new home in other countries..
