A US subsidiary operates the US mines in question and by law cannot export uranium anywhere, much less Russia.

So the result of the deal is that instead of the profits from the mines going to a Canadian company, the profits go to a Russian company. But isn't that what the free market is all about.?

It is sold at market price. Also the subsidiaries in question own the mining rights at those locations. The product is sold to refiners just like they did when they were owned by Canadians. Smuggling tons of uranium ore back to Russian? God help us if they've convince you people of that one!
