Governor Brown held out for a long time on rationing water, because he knows the Republicans revolt against any kind of government regs, even when it's in their best interest.

Drought Shaming is great. One lady in Santa Maria busted the city for cleaning out the pipes and one fire hydrant just spilling water that rolled down the street. The city said "oh, we have to clean the pipes now and then". Well, fine. clean them. But catch the fucking water in a water tank truck! DUH!! I do a lot of camping and i've taken baths in like a half quart of water hundreds of times. Skip the soap and just scrub yourself good with a wet rag.

A little apple cider vinegar mixed with a gallon of water and a good washcloth or one of those puffy scrubbers does wonders. And it's better for your skin than soap and its residue. The ACV is better than any hair conditioner, too. Google it.

Sounds like a problem with your local government. I would recommend either

a) take personal responsibility and lobby your elected representatives to pass measures to better train the folks at the water company.
b) take personal responsibility and obtain your H2O outside of local government. Get something called a "job", which pays "money", and use that money to pay for water on the "free market." It comes in bottles of all sizes and water of all potable qualities and they will deliver if you need.
