Instead of paying an American to marry you for citizenship, there's a new way to gain US citizenship. Pay for a vacation to birth your baby on American soil.

Check this out. And it's apparently not illegal to set up a "birth hotel" according to this article.

An alleged 'maternity hotel' in Southern California where pregnant women from China stayed so they could give birth there and make their babies American citizens in the process has been closed.

Neighbors of the property in the quiet neighborhood of Chino Hills, set up a protest group and repeatedly complained that women - at one point up to 30 - were being put up in the home in a 'birth tourism' scheme, according to the Inland Valley Daily Bulletin.

It seems like at least one of the parents should be a permanent resident in order for the child to be given automatic citizenship.
 
They not only get options to be US citizens, but they get around China's one child policy.

Chinese parents giving birth in the US can skirt China's one-child policy – a priority for couples such as Ms Zhang and Mr Wei, who might otherwise face an exorbitant fine by the Communist government. Going to the US buys top-notch healthcare and, above all, secures automatic birthright citizenship for their baby. Once children turn 21 they can petition the government for permanent-residence status for their parents.
