In the 75-page proposal, Mohammad Khan Sheerani suggests a light beating is acceptable should the need arise to punish a woman. The proposal bans forceful beating, saying only a small stick is necessary to instill fear.

And, rest assured, many already practice this. The law likely restricts them from what they are currently doing. And when they come here they will continue this since they do not care about our constitution and laws.
 
Well, when religion and government are one and the same. Another example of why it's not compatible with America and our constitution. You just can't mix the two and expect peace.
