By BLS definitions, the labor-force is the following: "Included are persons 16 years of age and older residing in the 50 States and the District of Columbia who are not inmates of institutions (for example, penal and mental facilities, homes for the aged), and who are not on active duty in the Armed Forces."

Bush threw a huge percent of the population in jail or military & his labor-force participation still rate sucked when those were excluded. Obama reduced incarceration rate, prison populations & people in military. These people people were not counted in Bush's available labor-force but are thrown back into Obama's. Plus the workforce is getting older & peak numbers of baby boomers are turning age 65 & retiring during Obama's entire term, but still are counted in the available labor-force.

Looking purely at number employed vs size of population age 15 to 64, Obama is kicking hell out of every president except Clinton.

The chart has nothing to do with employment, it in no way indicates how many workers are employed or unemployed. It is the most worthless of all economic indicators, but when all the useful economic indicators are up, the Right has no choice but to cling to the LPR no matter how worthless it is.

Actually, that's the definition of the Adult Civilian Non-Institutional Population. That's the Universe of the Current Population Survey (all the labor force statistics)

The Labor Force in particular is Employed plus Unemployed.
Employed: Worked at least one hour for pay or 15+ hours unpaid in a family business/farm during the reference week. Those with a job but were temporarily absent due to vacation, weather, illness, injury, or strike are still classified as employed.

Unemployed: Did not work during the reference week, but was could have started a job and actively looked for work in the 4 weeks ending with the reference week. Those on temporary layoff did not have to look.

Everyone else in the Population who does not fit either of those definitions is Not in the Labor Force.
The Labor Force Participation rate is Labor Force divided by Population.

The chart has nothing to do with employment, it in no way indicates how many workers are employed or unemployed. It is the most worthless of all economic indicators, but when all the useful economic indicators are up, the Right has no choice but to cling to the LPR no matter how worthless it is.
Oh it's not worthless. It is affected by demographics, but it still is important.
The Labor Force Participation Rate tells us how the overall Labor Market is growing or shrinking. Up until 2000, the percent of the population in the labor market was growing, now it's declining. That's important when looking at planning of future jobs.
The Employment Population Ratio is Employed divided by Population. That tells us what portion of the population is providing for the rest.
And the Unemployment Rate is Unemployed divided by the Labor Force. It tells us how tight or loose the labor market is...how much available labor is not being used.

We have to look at things in context. If the UE rate goes down, that means fewer people are trying and failing to find work. But if that's accompanied by a dropping participation rate, that means fewer people are trying to find work.

Analogy: If you go from selling 80% of your inventory to 90%, that's good. But it's not as good if the reason is because you have less inventory.

Two problems:
1. Both the number of people who usually work part time and the number of people working part time for economic reasons have been dropping.
2. If things were as you said, we would see that reflected in average hours.But those have stayed about the same in the last year.
 
If you don't know that these are Government figures from the BLS that is controlled by the executive branch yet, then you deserve to be crushed Nov 4th.
No one from the specific program office (including other BLS employees) have any access to the pre release data until the report in actually written. It's carefully controlled and handled only by specifically authorized personnel, and given to the BLS Office of Publications (OPUB). Then, the night before release, a copy is given to the Presidents chief economist who then may pass it on to the President. There have been cases where the President was scheduled to speak before official release and BLS has checked to make sure the President did not know what the numbers would be so that he wouldn't reveal anything prior to official release.
So without knowledge of what the numbers will say, the administration can't change anything. Add on that no one at BLS cares if the numbers help or hurt any President and it would take a very large conspiracy to "push" the numbers one way or the other, and your fears are just ridiculous.

The BLS data shows that the PT jobs that are increasing are the ones who only want PT jobs and the number working PT jobs for economic reasons is DECREASING. That is why the dishonest ALWAYS combine the two when they deliberately try to mislead you by saying because PT jobs are increasing the economy must be bad.
