Well, the fact of this bill, in short is this...assuming it's okay to actually quote the actual text of the bill:

It calls for a report, which would:

No students shut down any commencement speeches. Some students protested speakers, but none of the potential speakers were denied their first amendment right to free speech.

This is fact, and it is undeniable.

And Laws are useless without enforcement.
