Blame the electorate; it isn't a foreign potentate doing it. 'Elected' officials control things, or so we make it seem.

The situation would not be where it is if the American voter had been doing her/his job all these years, monitoring the House and throwing out the big spenders.

Everyone was happy as long as they were getting their's. All who criticize 'welfare' and any possible abuses need to remember that the system ran on taking advantage of unrealistic spending. The upper and middle classes profited first. They certainly were not conservative fiscally.
 
Let me suggest:

Term limit Amendment for Congress Critters (including a section that prohibits them from exempting themselves from the laws).

Balanced Budget Amendment. (Based on the GDP)

Election reform Amendment. (Fuck the never ending election cycle.)
