Downer was just protecting his $25,000,000 investment
My understanding is it was Aussie taxpayer money, but Downer was the head of their equivalent of the CIA. He was also foreign minister for a while. The way it works is Australia does the illegal spying on Americans and then shares it with the CIA. That way the CIA doesn't have to break the law themselves.
