I don't think so. Spying on Americans is clearly illegal, if you accept the Constitution as the law of the land. For any POTUS to allow this to continue, is against his sworn duty to uphold the Constitution. However, this duty also applies to all in Congress....so it is far past the time to get rid of the whole bunch.
