Do a bit of reading about the effects that such speed creates on the leading edge of such weapons. The sensors in the weapon cannot see through the plasma that is generated at that speed, so they have to slow appreciably as they cover the final distance to the target. It's more likely that it was Russia's choice when they started and that would be because they envisioned that they would suit Russia's purpose better.

Russia and China aren't primarily involved with aggression, nearly as much ad defensive strategies.
