The numbers are correct, your interpretation of them is not.
As of June, Black Adult Civilian non-Institutional population (16 and older not in the military, prison, or other institution) is 29,885,000
15,872,000 are employed, 2,668,000 are unemployed, and 11,347,000 are Not in the Labor Force (neither working nor looking for work).
So the employment-population ratio is 53.1%, compared to 59.4% for Whites, 60.5% for Asians, and 58.6% all races.
The Unemployment rate is not based on the population, but on the Labor Force (Employed + Unemployed).
Where are you getting those stats from? Where are those stats for Hispanics and Native Americans? If those stats are correct, it's only approximately 6 people per one hundred people more than whites, so what?
