Does it really make a difference, more than a hundred years later (after 20 July 1899)?
I find that once "montelatici," and company → get an idea in their head - there is no use trying to expect them to understand that "colonize" in the era was not necessarily a government expedition. In fact, in this case, the expedition cited by "montelatici" was:
It was not until 1920, that the Allied Powers formerly established a policy on the re-establishment of the National Home for the Jewish People.

• → not a government sponsored or supported Idea (until 1920)...
• → a multinational effort - privately funded...
• → by a single facet --- of a much wider world population --- English Zionist Federation “proposing the re-establishment of Judea"...
