65 Shots And Not One Hit

The bad guy wasn't even black. How can you expect them to make a decent kill shot if the bad guy wasn't even black?
 
He was by all accounts not a flight / escape risk once in the 'RV'... they should have dropped back and maintained a perimeter! Starve him out etc... get a negotiator in... what's the damn rush? Had a similar incident in VT here where a cop who recently shot x 2 other suspects (on separate occasions) recently shot his 3rd when the suspect emerged from his vehicle with pistol to his head...never pointed at police... control & discretion a bit lacking?...

I'm being a bit facetious here... often thought that the only LEFO's (on the street) under the age of 25 should be female... Police Academy should impose new minimum age for males...? (not going to "go there w/ trans...lol)

Neither San Francisco nor California has the budget for a stand off that lasts more than a couple of hours.

Oh hell no. I've been pulled over by a baby cop( brand new badge, uniform, gun, and shoes) who happened to be a woman. She kept her hand on her gun at all times, and was shaking the whole time. If she was that scared of an old fat guy like me, imagine what would happen if someone looked really scary. I'm pretty sure she was in fear for her life before she got to work that day.

I believe you are spot-on with that conclusion -- and that kind of incompetent use of firearms is not at all uncommon. In fact the problem first became apparent back in 1999 when three plainclothes New York cops mistakenly fired 41 shots at an (innocent) immigrant, Amadou Diallo, in a Brooklyn vestibule, striking and killing him with only 19 of those shots fired from the point-blank distance of less than three feet. Less than three feet -- and 22 of those 41 shots were misses.

When I first heard the NYPD was replacing the long-time standard six-shot .38 revolver with fifteen-shot automatic pistols what came to mind was what a Marine Corps rifle-range instructor had told us back in the 1950s. This was a salty "Gunny" sergeant who earned two Purple Hearts, et al, during numerous firefights in the mountains of Korea. This eminently experienced shooter said one reason the faithful semi-automatic Garand (M-1) rifle was so effective is knowing its clip held only eight shots conditioned the user to concentrate on accuracy with each and every shot.

A Marine rifle squad (of that era) consisted of eight men, seven of whom carried an M-1 Garand and one who carried an M-1918 B.A.R. (Browning Automatic Rifle), which fed from a 20-round magazine and was switchable from semi-auto to full-automatic fire. The Gunny said while the B.A.R. might be useful for certain situations using it effectively requires a great deal of disciplined practice, because knowing he has twenty shots, rather than the M-1's eight, the shooter is inclined to point and spray rather than to carefully aim and squeeze each and every shot. Consequently the B.A.R. was significantly less effective in repelling large numbers of Chinese troops who crossed from Manchuria and attacked the Marines. The Gunny said he was able to strike eight charging "gooks" with eight carefully aimed shots from his M-1 while the B.A.R. man usually blew his whole 20-round magazine on two or three strikes -- which was typical.

A similar situation exists in comparing the six-shot police revolver to its fifteen-shot replacement. Pre-conscious awareness that one has fifteen shots negates the importance of careful aiming and promotes the kind of careless point-and-spray phenomenon that results in the infamous 41-shot fiasco and a long list of equally unnecessary mishaps.
