The biggest welfare recipients from "food stamps" are big agribusiness and the grocery industry. If we were concerned about waste and abuse of the system we could easily fix the system by implementing a strict, limited and standard list of low cost, healthy and nutritional foods for availability to recipients. Instead we continue to operate a system that allows the recipients to obtain expensive, unhealthy foods that are convenient and easy to prepare, or ready to eat. Make food for free programs that only include basics that need preparation and offer nutrition as the primary purpose and the funding of the programs will straighten out themselves. Continue to fund junk type snack foods, sugary cereals, steaks and lobster, cookies and candy, etc., and the programs will mostly benefit big agribusiness and the grocery industry.

Though I've seen no evidence that they have any real plan beyond taking what have been entry level jobs that never paid enough to live on making they pay more, and us to pay more for stuff too.
