The GOP only has a 3 seat majority in the House.
The Freedom Caucus has about 20 members who are "deficit hawks"

One Congressman said that the Freedom Caucus was now onboard, so we'll see if that is true.

The "backroom deals" are not finished....
That's why things stall. Everyone wants their special cut of funds and USAID is going to be shut down from direct grafts.
So special considerations must be made for secondary payoffs instead of direct.
AND
These people want to get re-elected without having to fundraise so hard for campaign contributions.
So I'm sure part of the deals include federal funds out of party funding. (But those coffers aren't limitless either....PAC money notwithstanding)
