The prison system isn't there to reform anybody. It's there to punish them. And by doing so, to motivate them to reform themselves.

Government can't reform anybody. And never has been able to. It can't even reform itself.

People have government running prisons only to punish those who commit crimes. Because long experience has shown us that, while some people can never reform themselves, those who can will do so only when the alternative is VERY unpleasant. Such as isolation, work gangs in the hot sun, breaking lots of rocks etc.

This silly idea that prison should reform people, is one of the reasons why crime rates rise and people who get out of prison often go right back to committing more crimes.

Prison should punish people sent there for committing crimes. And then let those people decide for themselves if they want to reform.

It looks like the riot may have been started by gangs. In fact, the Baltimore PD has received threats from several gangs, including the Bloods, and the Crips, and others, who apparently have entered into a partnership in order to attack the police. You notice they weren't intentionally attacking bystanders, only police.
