Well the simple answer to fulfilling the founders' intent is just to have a maj of EV states just sign the damn compact so we award EVs winner take all, and then if the "loser" states want, they can join in, and we'd just award each states' EV by the state's % of votes for the candidates.

But mathematically, the EC doesn't do shit anymore to protect one region being dominated by another region with more people.

It protects 43 states who have a smaller population than LA County.
