Around 2012 they realised that FOI requests might catch them out, so they passed all sensitive Black Projects to private contractors because FOI legislation does not apply, and moved the most sensitive projects from Area 51 to Area S4 which, from memory , adjoins Area 51 at the north and is even more remote .
