Rich is a RELATIVE TERM.

If for example, one class has lost money, while another merely retains the money it had, the lucky class, the class that didn't lose money is RICHER in relative terms than it had been.

FWIW, I'm informed that the middle class lost roughtly 11 TRILLION dollars in value, with the decline of real estate values.

And while the investor class ALSO lost money (in the stock market) the stock market is coming back (relative to the value of real estate) much more quickly than the value of real estate.

So YES the rich got richer...relatively speaking.

There are no such policies that I can think of. Every conservative policy if implemented effectively widens the gap between rich and poor.
