A civilized society is comprised of certain values, elements, agreements, standards, and rules that lift up that society, and such things lay a foundation and encourages it to grow in a healthy manor for those participating voluntarily in such a way. At times we've gotten it so right that we created a society that went forth to do great things in the world.
