You assume too much malice. It's really very simple. When you set the bar low, people will cater to the expectations they've developed. It's kinda like when you're at work, you bust your ass, you perform great, do everything you're supposed to do, but get hell because you got a flat tire one day on your way in and were late 45 minutes. Meanwhile, Becky is 15 minutes late 9 out of 10 days, then spends another 20 minutes chit-chatting with everyone while you're out in front on your own, but nobody blinks twice at her behavior.
