In their decision, the police referred to the ruling of the Administrative Court of Sweden. In early April, the court overturned a ban imposed by the Swedish Ministry of Foreign Affairs on demonstrations during which Qur'ans are burned. In its decision, the court pointed out that freedom of assembly and demonstration are constitutionally protected rights.

In late January, a Quran was burned in front of the Turkish Embassy in Stockholm. The action was carried out by Rasmus Paludan, a Danish-Swedish activist with the far-right and anti-Islamist Hard Course party. Afterwards, Turkey said it would not approve of Sweden joining NATO. According to the newspaper Aftonbladet, Swedish prosecutors arrested Mr. Paludan in absentia in early May.

A third statement about burning "religious texts" on July 12 was made in Helsingborg by someone described by police as a "private person."

Former Swedish Foreign Minister and Prime Minister Carl Bildt wrote in his Twitter account that it would be "unwise to underestimate the gravity of the situation that may arise if such actions continue. Israeli Ambassador to Sweden Ziv Nevo Kuhlmann said that he was shocked and frightened by the new applications "whether it be for the Koran, the Torah or any other holy book". He notes that this is "an act of hatred that must be stopped."

The only report in favour of Germany vs UK was a study( 2019 ?) at Ulster Unversity by Richard Lynne et al and the difference between Germany and UK , for example , was so small that it could be accounted for by statistical and/or sampling error . More interesting than the league table ( Asian countries always at the top) is the steady decline among developed countries .
