When you reform immigration to where sneaking under a fence isn't the least bother.

If you want to end the "illegal problem", you get rid of the incentives to come here.

1) Have a national ID so that only citizens and legal aliens can access services and get jobs.
2) Prosecute people who hire immigrants who can't present a valid ID
3) Adequately staff the immigration courts and USCIS so that legitimate applications for immigration don't sit on someone's to do list for years.
