4 cops who guned down unarmed civilians - including shooting an unarmed mentally handicapped man in the back and then kicking him as he bled to death - and then covered it up (including trying to frame a victims brother for attempted murder of a cop) - and the cops who helped them cover it up.

State DA bungles the grand jury and they are free on state charges.

Were it not for federal civil rights legislation, they'd be free men today.
