Kind of funny really. Everyone knows that Trump has a ego the size of the universe. This comment was almost certainly designed to massage Trump's ego, more than anything else.
You post one comment from the Secretary General and you ignore all the other facts. It's a typical Trump supporter view on things.

Trump started attacking NATO in 2016. Two years after they agreed to increase spending within 10 years. Your article is from 2019.
In 2014 there were three countries who met the 2% of GDP for defense spending.
In 2016 when Trump said his comments there were 5 countries. That dropped to 4 the next year, rose to 6 the year after. By 2020 it had reached 9. You could say Trump had an impact, or you could say countries had decided in 2014 to increase defense spending year on year and it reached that point by 2020. But then Trump disappeared. By 2023 it had risen to 10 countries and 2024 to 23 countries.
Funny how the biggest rise happened 10 years after they agreed to increase spending to 2% after 10 years.
I think that says it all really. Trump blows his trumpet and makes comments he knows nothing about. Probably didn't even know NATO members had already agreed, or he found out and then decided to make it his own thing. An easy win when your supporters are ignorant as hell.
The increase happens in spite of what he says, he takes the glory, because that's what Trump does. He's the sort of guy who will take credit when he's done NOTHING.
Look at Syria. Trump declared victory over ISIS, but the US hardly did anything.
