And when you are that rich - you can allow to hire a lot of people and buy a lot of equipment. Actually, in the first year it was him, who supplied Donbass Militia. Talking about support from the Russian Federation, it was started mostly by opposition parties - first of all by Communist Party and Liberal-Democratic Party. Actually its the simplest way to achive people's sympathy - to protect some Russian people. And only when they got themselves in troubles - than Putin came out as a saviour.
