Without reading a word I’m going to guess the answer in Dimocrap intransigence.

In key positions, he has 260 out of 713 vacant. State. DOD, and Justice lead.

When he took office, Trump promised to surround himself by the very best people. But he's running out of them. And despite his repeated claim that plenty of people want to work in his administration, it has a lot of empty spaces.

So it’s all his problem because he’s a “tough boss.”

Does that mean he expects people in his administration to do what they’re being paid to do. (And not pad their own pockets.)

He is working around the Constitution by having people as “acting” as long as he does

And he is setting a precedent that will be copied by future presidents. Thus taking more power away from the Senate.

I know this sounds great when your guy is the POTUS, but that won’t always be the case

There are some arcane Senate rules that allow individual Senators to stall nominations without having to reveal their identities.

McConnell, helped by Dingy Harry, created the Nuclear Option that has eliminated many of those rules.

Trump isn't a "tough boss", he's an incompetent fool who has no idea what he's doing, and every time he fucks up, he fires the guy who told him not to do it. No one will work for him, unless they agree to trample the Constitution and break the law. He blows up, abuses his employees and blames everyone but himself when things go wrong. World's worst boss.

This problem can't be dumped on Trump's doorstep. Hiring lobbyists and people you like on TV is not the same thing as hiring competent, capable managers for these departments. Trump has a majority in the Senate and had no problem getting assholes like Scott Pruitt, William Barr, and Steve Bannon approved.



Trump is not only having problems finding people loyal enough to his brand of racism, xenophobia and misogyny, he's having problems finding electible candidates to run under his banner.

If Trump is nominating fewer people, they should zoom thru in less time. However its taking twice as long as for other admins. The dems are in-fact requiring the full 30-hours of debate per nominee. So Trump is using "acting" directors until the nominees are confirmed.
