It is impossible for Liberals to engage in racism, by definition. Segregation was started and maintained by conservatives, and that doesn't mean a political term or a political party. Neither segregation nor racism requires a political party.
Liberalism is embodied in the famous phrase "all men are created equal". Maybe you've heard of it. That's a reference directly to the heavy hand of the First and Second Estates --- the Church and the Aristocracy --- that Liberalism sprang up to OPPOSE. Perhaps you've heard of King George? Anyway that tenet does not allow for a striated hierarchy where some are "more equal than others". That's a conservative trait. And that doesn't mean "Republican" or "Democrat"; it means a personal social philosophy. Because, again, you don't need a political party organization to hold a social hierarchy philosophy, which is what racism is.
And btw if you think anybody "ended" segregation, I'd like you to take a look at a bridge I've got for sale. Oh it ended legally --- that's how Rump and his father got sued by the government for their housing units where they were doing exactly that (and where Rump told the federal investigator during a break, "Come on Elise -- you don't want to live with 'them' either") -- but yeah it continues to exist in practice.

Democracy is the foundation of what justifies government to exist: that it exists because the people chose it to exist, and it what form. Democracy is also the main characteristics of liberalism.
