This approach might work, but the Democrats would have to be very, very honest about it.

They would have to tell the voters that Biden has been a figurehead of his administration, the whole time, and that all the accomplishments you listed in your cut-and-paste were in reality pushed by the committee that runs him, with Joe as more a symbol than a leader.

Assure the Democrat voters that the same group will still be in charge if Biden is re-elected. Name the members of the group, if you really want to get them on board.
As your OP states, most Democratic voters are unaware of anything beyond this morning's headlines. Everyone but Democratic voters is aware that Biden's first term was Obama's third term. Why not make that official? Obama was very popular.
